REPORT ON ORDINANCE No?....................of 191 7.

I have examined the accompanying Ordinance intituled

An Ordinance to amend further the Jury Ordinance, 1887,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

1. Section 4(2) of the Jury Ordinance, 1887, Ordinance No. 6 of

1887, exempts from liability to jury service, "all persons holding

any office or situation of emolument under the Crown", Members of

the new Hongkong Defence Corps will be entitled to pay under certain

circunstances for certain duties. It seems scarcely likely that

membership of this Corps, even though it carries the right to pay

under certain circumstances, would be construed as amounting to/holding
